Making assessments

 
Sun Tzu said:
 
War is of vital importance for the state.
It is the ground of life or death.
The route to survival or extinction.
It must be examined carefully.

 

Assess it 
With reference to five criteria
And determine the status of the two sides.
The first criterion is Tao,
The second: climate,
The third: terrain,
The fourth: commander,
The fifth: procedures.
 
Tao refers to
What makes people be of one mind with their leaders.
So they die with them
And will live with them,
And they will not fear danger.
 
Climate refers to
Light and darkness,
Heat and cold,
And the cycle of the seasons. 
 
Terrain refers to 
High and low ground,
Distance and proximity, 
The ease or difficulty of passage,
The openness of the ground,
Dangerous and safe locations.
 
Commander represents 
Wisdom,
Integrity,
Benevolence,
Courage,
And discipline.
 
Procedures refer to 
Military organization,
The chain of command
And the management of resources.
 
These five criteria are known to all commanders.
Those who understand them gain victory.
Those who do not understand them suffer defeat.
 
When laying plans for a war 
Determine the status of the two sides 
And assess the situation.
 
Find out
Which ruler has Tao,
Which commander has the ability,
Which side has the benefits of climate and terrain,
Which side has an effective method of command,
Which army is stronger,
Whose officers and troops are better trained,
Which side has clear punishments and rewards.
 
From these I gain advance knowledge 
And can predict victory or defeat.
 
If a commander heeds my analysis 
And employs it
He is certain to win.
Keep him!
If a commander disregards my analysis 
And does not employ it,
He will be defeated.
Dismiss him! 
 
Having considered what you have learned
Settle on the best plan,
Create situations that will let you achieve it,
Make circumstances work in your favor.
 
War is the art of deceit.
So when able, seem to be unable.
When active, seem to be inactive.
When near, seem to be far away.
When far away, seem to be near.
 
If the enemy seeks advantage, entice him.
If the enemy is confused, assault him.
If the enemy is powerful, prepare for him.
If the enemy is strong, avoid him.
If the enemy is angry, annoy him.
If the enemy is humble, make him haughty.
If the enemy is rested, make him tired.
If the enemy is united, divide him.
 
Attack when he is not prepared.
Appear when does not expect you.
 
These are the strategies leading to victory.
They cannot be settled in advance. 
 
Before going to battle
At the headquarters
Calculate strategic factors in your favor.
With many such factors you win.
With few such factors you lose.
And even more so with no such factors at all!
 
Having conducted such an assessment
I gain advance knowledge
And can predict victory or defeat.
